{"id":2963,"date":"2025-11-18T18:44:37","date_gmt":"2025-11-18T13:44:37","guid":{"rendered":"https:\/\/www.tattamangalam.com\/newsite\/?p=2963"},"modified":"2025-11-18T18:47:27","modified_gmt":"2025-11-18T13:47:27","slug":"tattamangalam-and-the-85-year-wait-a-forgotten-promise-in-our-legislative-history","status":"publish","type":"post","link":"https:\/\/www.tattamangalam.com\/newsite\/tattamangalam-and-the-85-year-wait-a-forgotten-promise-in-our-legislative-history\/","title":{"rendered":"Tattamangalam and the 85-Year Wait: A Forgotten Promise in Our Legislative History"},"content":{"rendered":"<h2 data-start=\"344\" data-end=\"675\">Tattamangalam and the 85-Year Wait: A Forgotten Promise in Our Legislative History<\/h2>\n<p data-start=\"344\" data-end=\"675\">Most people don\u2019t know this, but Tattamangalam has a long and recorded history inside the Cochin Legislative Council.<br data-start=\"461\" data-end=\"464\"\/>Long before independence, our village was discussed, debated and questioned in the Assembly for matters of public administration.<br data-start=\"593\" data-end=\"596\"\/>And one issue keeps appearing again and again \u2014 <strong data-start=\"644\" data-end=\"674\">policing and public safety<\/strong>.<\/p>\n<h3 data-start=\"677\" data-end=\"737\"><strong data-start=\"681\" data-end=\"737\">A Look Back: 1940\u201341 Legislative Council Proceedings<\/strong><\/h3>\n<p data-start=\"739\" data-end=\"1024\">The name <strong data-start=\"748\" data-end=\"775\">T. S. Ramachandra Ayyar<\/strong>, the MLA representing <strong data-start=\"798\" data-end=\"823\">Chittur\u2013Tattamangalam<\/strong>, appears repeatedly in the Council records of 1940 and 1941.<br data-start=\"884\" data-end=\"887\"\/>He was not talking about big political drama or party fights.<br data-start=\"948\" data-end=\"951\"\/>He was asking basic, essential questions for the people of Tattamangalam:<\/p>\n<ul data-start=\"1026\" data-end=\"1307\">\n<li data-start=\"1026\" data-end=\"1123\">\n<p data-start=\"1028\" data-end=\"1123\">Why did the Government acquire land in Tattamangalam for police lines and then leave it idle?<\/p>\n<\/li>\n<li data-start=\"1124\" data-end=\"1188\">\n<p data-start=\"1126\" data-end=\"1188\">When will the Government construct proper police lines here?<\/p>\n<\/li>\n<li data-start=\"1189\" data-end=\"1256\">\n<p data-start=\"1191\" data-end=\"1256\">How many constables are posted in Chittur and in Tattamangalam?<\/p>\n<\/li>\n<li data-start=\"1257\" data-end=\"1307\">\n<p data-start=\"1259\" data-end=\"1307\">Does Tattamangalam have a police outpost at all?<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1309\" data-end=\"1412\">The replies from the Police Commissioner, Rao Bahadur M. Narayana Menon, are painfully straightforward.<\/p>\n<p data-start=\"1414\" data-end=\"1469\">In the 1 April 1941 proceedings, the Government admits:<\/p>\n<p data-start=\"1471\" data-end=\"1543\"><strong data-start=\"1471\" data-end=\"1543\">\u201cThere is no police line attached to the out-post at Tattamangalam.\u201d<\/strong><\/p>\n<p data-start=\"1545\" data-end=\"1739\">Even back then, the MLA knew this was unacceptable.<br data-start=\"1596\" data-end=\"1599\"\/>He pushed the Government again and again, asking if the matter could be included in the next year\u2019s budget.<br data-start=\"1706\" data-end=\"1709\"\/>The answer was a plain <strong data-start=\"1732\" data-end=\"1738\">No<\/strong>.<\/p>\n<p data-start=\"1545\" data-end=\"1739\"><a href=\"https:\/\/www.tattamangalam.com\/newsite\/2025\/11\/18\/tattamangalam-and-the-85-year-wait-a-forgotten-promise-in-our-legislative-history\/cleanshot-2025-11-18-at-19-13-24-2\/\" rel=\"attachment wp-att-2967\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-2967\" src=\"https:\/\/www.tattamangalam.com\/newsite\/wp-content\/uploads\/2025\/11\/CleanShot-2025-11-18-at-19.13.24-1.png\" alt=\"Police outpost tattamangalam\" width=\"629\" height=\"418\" srcset=\"https:\/\/www.tattamangalam.com\/newsite\/wp-content\/uploads\/2025\/11\/CleanShot-2025-11-18-at-19.13.24-1.png 629w, https:\/\/www.tattamangalam.com\/newsite\/wp-content\/uploads\/2025\/11\/CleanShot-2025-11-18-at-19.13.24-1-300x199.png 300w\" sizes=\"auto, (max-width: 629px) 100vw, 629px\" \/><\/a><\/p>\n<h3 data-start=\"1741\" data-end=\"1791\"><strong data-start=\"1745\" data-end=\"1791\">Eighty-Five Years Later\u2026 What Has Changed?<\/strong><\/h3>\n<p data-start=\"1793\" data-end=\"1883\">The sad truth is \u2014 not much.<br data-start=\"1821\" data-end=\"1824\"\/>Even after <strong data-start=\"1835\" data-end=\"1847\">85 years<\/strong>, Tattamangalam still does not have:<\/p>\n<ul data-start=\"1885\" data-end=\"2013\">\n<li data-start=\"1885\" data-end=\"1919\">\n<p data-start=\"1887\" data-end=\"1919\">a full-fledged police station,<\/p>\n<\/li>\n<li data-start=\"1920\" data-end=\"1964\">\n<p data-start=\"1922\" data-end=\"1964\">a police outpost with proper facilities,<\/p>\n<\/li>\n<li data-start=\"1965\" data-end=\"2013\">\n<p data-start=\"1967\" data-end=\"2013\">or a visible police presence in public spaces.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2015\" data-end=\"2175\">Tattamangalam has grown. The population has grown.<br data-start=\"2065\" data-end=\"2068\"\/>Traffic has grown. Commercial activity has grown.<br data-start=\"2117\" data-end=\"2120\"\/>But our policing infrastructure has simply not kept up.<\/p>\n<h3 data-start=\"2177\" data-end=\"2244\"><a href=\"https:\/\/www.tattamangalam.com\/newsite\/2025\/11\/18\/tattamangalam-and-the-85-year-wait-a-forgotten-promise-in-our-legislative-history\/cleanshot-2025-11-18-at-18-52-12\/\" rel=\"attachment wp-att-2968\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-2968\" src=\"https:\/\/www.tattamangalam.com\/newsite\/wp-content\/uploads\/2025\/11\/CleanShot-2025-11-18-at-18.52.12.png\" alt=\"municipal council tattamangalam\" width=\"616\" height=\"710\" srcset=\"https:\/\/www.tattamangalam.com\/newsite\/wp-content\/uploads\/2025\/11\/CleanShot-2025-11-18-at-18.52.12.png 616w, https:\/\/www.tattamangalam.com\/newsite\/wp-content\/uploads\/2025\/11\/CleanShot-2025-11-18-at-18.52.12-260x300.png 260w\" sizes=\"auto, (max-width: 616px) 100vw, 616px\" \/><\/a><\/h3>\n<h3 data-start=\"2177\" data-end=\"2244\"><strong data-start=\"2181\" data-end=\"2244\">Police Should Be Among the People, Not Hidden in a Building<\/strong><\/h3>\n<p data-start=\"2246\" data-end=\"2384\">Even if a station is constructed tomorrow, real safety comes only when police are present <strong data-start=\"2336\" data-end=\"2356\">in public places<\/strong>, not sitting inside a room.<\/p>\n<p data-start=\"2386\" data-end=\"2417\">A proper policing system means:<\/p>\n<ul data-start=\"2419\" data-end=\"2626\">\n<li data-start=\"2419\" data-end=\"2469\">\n<p data-start=\"2421\" data-end=\"2469\">officers seen on our main junctions and roads,<\/p>\n<\/li>\n<li data-start=\"2470\" data-end=\"2526\">\n<p data-start=\"2472\" data-end=\"2526\">traffic being managed with sense and responsibility,<\/p>\n<\/li>\n<li data-start=\"2527\" data-end=\"2570\">\n<p data-start=\"2529\" data-end=\"2570\">quick assistance for ordinary citizens,<\/p>\n<\/li>\n<li data-start=\"2571\" data-end=\"2626\">\n<p data-start=\"2573\" data-end=\"2626\">and wrong-doers being stopped before they cause harm.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2628\" data-end=\"2712\">This is not a wish-list.
