Subject: Urgent Request for Immediate Action on the Increasing Stray Dog Threat in Chittur-Tattamangalam Municipality
Respected Sir/Madam,
We, the undersigned residents, community members, and representatives of local civic communities including Tattamangalam.com and allied public interest platforms, wish to bring to your urgent attention the growing stray dog crisis across various parts of Chittur-Tattamangalam Municipality.
Over the past several months, there has been a noticeable increase in stray dog attacks, aggressive stray packs near schools, hospitals, bus stops, railway areas, markets, residential streets, and public roads. Senior citizens, pedestrians, cyclists, school children, delivery workers, and morning walkers are increasingly living in fear.
This issue is no longer merely an inconvenience. It has become a serious public safety and public health concern.
The Hon’ble Supreme Court of India, in May 2026, issued strict nationwide directions regarding implementation of the Animal Birth Control (ABC) Rules, 2023 and management of stray dog populations across India.
The Court observed that many State Governments and local bodies have failed to properly implement sterilisation, vaccination, shelter infrastructure, and public safety mechanisms. The Court also noted that authorities cannot remain oblivious to the harsh realities faced by ordinary citizens due to increasing stray dog attacks and rabies concerns.
The Supreme Court directions include:
- Full implementation of Animal Birth Control (ABC) Rules, 2023
- Functional ABC centres in every district
- Improved sterilisation and vaccination infrastructure
- Protection of schools, hospitals, bus stands, railway stations, playgrounds, and public spaces
- Proper handling of aggressive or rabid stray dogs
- Accountability of municipalities and state authorities
In light of the above, we respectfully request the Municipality and concerned authorities to immediately:
- Conduct an urgent ward-wise survey and mapping of aggressive stray dog hotspots.
- Implement scientifically managed stray dog control measures in accordance with Supreme Court directions, Animal Birth Control (ABC) Rules, and public safety norms.
- Relocate aggressive and dangerous stray dogs from densely populated public spaces, school surroundings, and major pedestrian areas.
- Strengthen sterilisation, vaccination, and monitoring programmes with proper transparency and public reporting.
- Establish a 24x7 emergency response mechanism and helpline for dog attack incidents and aggressive stray complaints.
- Ensure better waste management practices, especially improper food waste dumping which contributes to uncontrolled stray population growth.
- Publish official emergency contact numbers, nodal officers, and action plans for public awareness.
- Ensure adequate availability of anti-rabies vaccines in nearby government hospitals.
We strongly believe that both animal welfare and human safety must coexist through practical, scientific, humane, and transparent governance.
Ignoring repeated public complaints and safety concerns will only worsen tensions and increase the risk of further attacks.
We request immediate intervention and visible action before a major tragedy occurs.
