A little civic history of our town — from a Sanitary Board in 1908 to the Chittur-Thathamangalam Municipality of today.
Ask anyone in town when our municipality was formed, and you will get a range of guesses — 1947, 1956, “after Kerala was formed”, and so on. The actual record is more interesting, and it goes back much further than most of us think.
1908: It Begins with a Sanitary Board
According to the official history maintained by the Chittur-Thathamangalam Municipality itself, organised civic administration in our area began way back in 1908 — long before Independence, and nearly half a century before the state of Kerala even existed.
At that time, Chittur and Thathamangalam were part of the princely State of Cochin. The records say the earliest civic body here functioned as a Sanitary Board — the colonial-era institution responsible for basic town matters like sanitation, drainage and public health. Not glamorous work, but it was the seed of local self-government in our town. The municipality’s own records list 1908 as the official year of formation.
For perspective — this makes our civic body older than many well-known municipalities in Kerala. Even Thrissur Municipality dates to 1921.
1938: Thathamangalam Gets Its Own Municipality
Here is the part of the story that most people have never heard.
In Kollavarsham 1113, Idavam 29 — which works out to roughly the middle of 1938 — the Cochin administration decided, as an experiment, to split the combined civic body into two separate municipalities: Chittur and Thathamangalam.
So yes — Thathamangalam was once a municipality in its own right, with its own council. This arrangement lasted about nine years.
If any family in town has documents, receipts, notices or photographs from this period mentioning “Thathamangalam Municipality” as a separate body, those would be genuine pieces of local history. (More on that below.)
1 October 1947: The Merger That Made Today’s Municipality
Just weeks after India became independent, on 1 October 1947, the two municipalities were merged back into a single body — the Chittur-Thathamangalam Municipality. That is the institution that continues to govern our town to this day, and it is why our municipality carries this hyphenated twin-town name.
So when someone says the municipality was “formed in 1947”, they are half right — 1947 is when the present combined municipality took shape. But civic administration here is four decades older than that.
1952: The People Finally Get to Vote
Another milestone worth remembering: following an amendment to the Cochin Municipal Act in 1952, municipal elections here began to be conducted on the basis of universal adult franchise — every adult, one vote. Before that, like elsewhere in princely and colonial India, the right to vote in local bodies was restricted.
In other words, the ordinary residents of Chittur and Thathamangalam have been electing their own town council for over seven decades now.
The Town Behind the Records
The old municipal records also give us a glimpse of what kept the town running in those days — traditional occupations like handloom weaving, grass-mat (pulpaya) weaving, basket and panambu work, brick making, bell-metal (ottupathram) vessel making and clay pottery. Agriculture, of course, was and remains the backbone. The town itself is a blend of Malayalam and Tamil cultures, something visible even today in our agraharams, festivals and food.

1908-ൽ ഒരു സാനിറ്ററി ബോർഡ് ആയി തുടങ്ങി, ഇന്നത്തെ ചിറ്റൂർ-തത്തമംഗലം മുനിസിപ്പാലിറ്റി വരെ — നമ്മുടെ നാടിന്റെ ഒരു ചെറിയ ഭരണചരിത്രം.
നമ്മുടെ മുനിസിപ്പാലിറ്റി എപ്പോൾ രൂപീകരിച്ചു എന്ന് ആരോടെങ്കിലും ചോദിച്ചാൽ, 1947, 1956, “കേരളം രൂപീകരിച്ചതിന് ശേഷം” എന്നിങ്ങനെ പലതരം ഉത്തരങ്ങൾ കിട്ടും. യഥാർത്ഥ ചരിത്രം ഇതിലും കൗതുകകരമാണ്, മിക്കവരും കരുതുന്നതിലും വളരെ പിന്നിലേക്ക് പോകുന്നതാണ്.
1908: ഒരു സാനിറ്ററി ബോർഡിൽ നിന്ന് തുടക്കം
ചിറ്റൂർ-തത്തമംഗലം മുനിസിപ്പാലിറ്റി തന്നെ സൂക്ഷിക്കുന്ന ഔദ്യോഗിക ചരിത്രരേഖകൾ പ്രകാരം, നമ്മുടെ പ്രദേശത്ത് സംഘടിതമായ ഭരണനിർവഹണം ആരംഭിച്ചത് 1908-ൽ ആണ് — സ്വാതന്ത്ര്യത്തിനും, കേരള സംസ്ഥാനം രൂപീകരിക്കുന്നതിനും ഏകദേശം അര നൂറ്റാണ്ട് മുൻപ്.
അക്കാലത്ത് ചിറ്റൂരും തത്തമംഗലവും കൊച്ചി നാട്ടുരാജ്യത്തിന്റെ ഭാഗമായിരുന്നു. ഇവിടത്തെ ആദ്യത്തെ ഭരണസംവിധാനം ഒരു സാനിറ്ററി ബോർഡ് ആയിരുന്നു എന്ന് രേഖകൾ പറയുന്നു — ശുചിത്വം, ഓട, പൊതുജനാരോഗ്യം തുടങ്ങിയ അടിസ്ഥാന നാഗരിക കാര്യങ്ങൾക്ക് ഉത്തരവാദിയായിരുന്ന കൊളോണിയൽ കാലഘട്ടത്തിലെ സ്ഥാപനം. വലിയ പ്രാധാന്യമുള്ള കാര്യമായി തോന്നിയില്ലെങ്കിലും, അതായിരുന്നു നമ്മുടെ നാട്ടിലെ പ്രാദേശിക സ്വയംഭരണത്തിന്റെ വിത്ത്. മുനിസിപ്പാലിറ്റിയുടെ സ്വന്തം രേഖകളിൽ 1908 ആണ് ഔദ്യോഗിക രൂപീകരണ വർഷമായി രേഖപ്പെടുത്തിയിരിക്കുന്നത്.
ഒരു താരതമ്യത്തിന് — കേരളത്തിലെ പല അറിയപ്പെടുന്ന മുനിസിപ്പാലിറ്റികളേക്കാളും പഴക്കമുള്ളതാണ് നമ്മുടെ ഈ ഭരണസ്ഥാപനം. തൃശ്ശൂർ മുനിസിപ്പാലിറ്റി പോലും 1921-ലാണ് രൂപീകരിച്ചത്.
1938: തത്തമംഗലത്തിന് സ്വന്തമായി ഒരു മുനിസിപ്പാലിറ്റി
മിക്കവരും കേട്ടിട്ടില്ലാത്ത ചരിത്രത്തിന്റെ ഭാഗമാണ് ഇത്.
കൊല്ലവർഷം 1113, ഇടവം 29 ന് — ഏകദേശം 1938-ന്റെ പകുതിയോടെ എന്ന് കണക്കാക്കാം — കൊച്ചി ഭരണകൂടം ഒരു പരീക്ഷണം എന്ന നിലയിൽ സംയുക്ത ഭരണസംവിധാനത്തെ ചിറ്റൂർ, തത്തമംഗലം എന്നിങ്ങനെ രണ്ട് പ്രത്യേക മുനിസിപ്പാലിറ്റികളായി വിഭജിച്ചു.
അതെ — തത്തമംഗലം ഒരു കാലത്ത് സ്വന്തമായി കൗൺസിലുള്ള, സ്വതന്ത്രമായ ഒരു മുനിസിപ്പാലിറ്റി ആയിരുന്നു. ഈ ക്രമീകരണം ഏകദേശം ഒൻപത് വർഷം നിലനിന്നു.
ഈ കാലയളവിൽ നിന്നുള്ള, “തത്തമംഗലം മുനിസിപ്പാലിറ്റി” എന്ന് പ്രത്യേകമായി പരാമർശിക്കുന്ന രേഖകളോ, രസീതുകളോ, നോട്ടീസുകളോ, ഫോട്ടോകളോ ഏതെങ്കിലും കുടുംബത്തിന്റെ പക്കൽ ഉണ്ടെങ്കിൽ, അവ യഥാർത്ഥ പ്രാദേശിക ചരിത്ര രേഖകളാണ്. (ഇതേക്കുറിച്ച് കൂടുതൽ താഴെ.)
1947 ഒക്ടോബർ 1: ഇന്നത്തെ മുനിസിപ്പാലിറ്റിക്ക് രൂപം നൽകിയ ലയനം
ഇന്ത്യക്ക് സ്വാതന്ത്ര്യം ലഭിച്ച് ആഴ്ചകൾക്കകം, 1947 ഒക്ടോബർ 1 ന്, ഈ രണ്ട് മുനിസിപ്പാലിറ്റികളും വീണ്ടും ഒന്നിച്ചു ചേർത്ത് ചിറ്റൂർ-തത്തമംഗലം മുനിസിപ്പാലിറ്റി രൂപീകരിച്ചു. ഇന്നും നമ്മുടെ നാടിനെ ഭരിക്കുന്നത് ഈ സ്ഥാപനമാണ്, ഇരട്ട-പേരുള്ള (hyphenated) ഈ പേരിന് കാരണവും ഇതു തന്നെ.
അതുകൊണ്ട് “1947-ൽ രൂപീകരിച്ചു” എന്ന് ആരെങ്കിലും പറഞ്ഞാൽ, അത് പകുതി ശരിയാണ് — ഇന്ന് നിലവിലുള്ള സംയുക്ത മുനിസിപ്പാലിറ്റി രൂപീകരിച്ചത് 1947-ലാണ്. പക്ഷേ ഇവിടത്തെ ഭരണനിർവഹണം അതിനും നാല് പതിറ്റാണ്ട് മുൻപേ ആരംഭിച്ചതാണ്.
1952: ജനങ്ങൾക്ക് ഒടുവിൽ വോട്ടവകാശം
ഓർത്തിരിക്കേണ്ട മറ്റൊരു നാഴികക്കല്ല് ഇതാണ്: 1952-ൽ കൊച്ചി മുനിസിപ്പൽ ആക്ട് ഭേദഗതി ചെയ്തതിനെ തുടർന്ന്, ഇവിടെ മുനിസിപ്പൽ തിരഞ്ഞെടുപ്പുകൾ സാർവത്രിക പ്രായപൂർത്തി വോട്ടവകാശത്തിന്റെ അടിസ്ഥാനത്തിൽ നടത്താൻ തുടങ്ങി — എല്ലാ പ്രായപൂർത്തിയായവർക്കും ഓരോ വോട്ട്. അതിനു മുൻപ്, നാട്ടുരാജ്യങ്ങളിലും കൊളോണിയൽ ഇന്ത്യയിലും മറ്റിടങ്ങളിലെപ്പോലെ, പ്രാദേശിക ഭരണസ്ഥാപനങ്ങളിലേക്കുള്ള വോട്ടവകാശം പരിമിതമായിരുന്നു.
അതായത്, ചിറ്റൂരിലെയും തത്തമംഗലത്തിലെയും സാധാരണ ജനങ്ങൾ ഏഴ് പതിറ്റാണ്ടിലേറെയായി തങ്ങളുടെ സ്വന്തം നഗരസഭാ കൗൺസിലിനെ തിരഞ്ഞെടുക്കുന്നു.
രേഖകൾക്ക് പിന്നിലെ നാട്
പഴയ മുനിസിപ്പൽ രേഖകൾ അക്കാലത്ത് നാടിനെ ചലിപ്പിച്ചിരുന്ന പരമ്പരാഗത തൊഴിലുകളെക്കുറിച്ചും ഒരു ചെറിയ കാഴ്ച നൽകുന്നു — കൈത്തറി നെയ്ത്ത്, പുൽപ്പായ നെയ്ത്ത്, കുട്ട/പനമ്പ് നിർമാണം, ഇഷ്ടിക നിർമാണം, ഓട്ടുപാത്ര നിർമാണം, മൺപാത്ര നിർമാണം എന്നിവ. കൃഷിയായിരുന്നു, ഇന്നും ആണ്, നാടിന്റെ നട്ടെല്ല്. മലയാളവും തമിഴും ഇടകലർന്ന സംസ്കാരമാണ് ഈ നാടിന്റേത് — അഗ്രഹാരങ്ങളിലും ഉത്സവങ്ങളിലും ഭക്ഷണത്തിലും ഇന്നും ഇത് കാണാം.
